- Several states have implemented RCC (Rate Center Consolidation)
- Illinois and New York are implementing 1K Block pooling in similar fashions
- Illinois has selected a Pool Administrator and started “Pooling” on 6/1/98
- New York has selected a Pool Administrator and intends to start 7/1/98
