On Wednesday May 14, 1997 during the monthly Operations Committee meeting
in Chicago, I brought the questions that the SPOC Team had posed to
the Operations Committee. Below is the outcome of this conference
call:
MAJOR DISCUSSION RELATING TO EXIT CRITERIA FOR THE FCC FIELD TEST PLEASE
READ!!!!
A general discussion took place at the beginning of the meeting regarding
whether a specific group of test cases needs to be identified as the
minimum set of test cases required
to have a successful FCC Field Test.
EACH SPOC WILL WORK THROUGH THEIR COMPANY AND DETERMINE WHICH TEST'S
THAT THEIR NETWORK WILL ALLOW THEM TO PARTICIPATE IN. ONCE THIS IS
KNOWN A MATRIX WILL BE PUT TOGETHER. THIS WILL ALLOW US TO KNOW WHICH
OF THE TESTS CAN BE TESTED. THEN THE TEST COMMITTEE WILL REVIEW THE
MATRIX AND THEN THEY WILL DETERMINE THE "MINIMUM SET" OF TESTS THAT
ARE REQUIRED TO PROVE LRN.
What constitutes a successful FCC Field Test? The SPOC Team read the
FCC mandate and determined that the requirement's listed by the FCC were
very vague. Many of the items
listed are hard to quantify.
EACH SPOC IS TO DETERMINE FOR THEIR COMPANY WHETHER THE FCC FIELD TEST
WAS SUCCESSFUL FOR THEIR COMPANY. NO COMPANY WILL GO TO COMMERCIAL
AVAILABILITY IF THEY DON'T FEEL THAT THEY ARE READY NO MATTER HOW
MANY OTHER COMPANY'S ARE SUCCESSFUL. THE FCC FIELD TEST REPORT WILL
REPORT ALL FINDINGS DETERMINED DURING THE FCC FIELD TEST WITHOUT SAYING
WHETHER THIS CONSTITUTES A SUCCESSFUL FIELD TEST. THAT DETERMINATION
WILL BE LEFT TO THE READER OF THE
FCC FIELD TEST REPORT.
Who is to determine what constitutes a successful FCC Field Test? If not
the SPOC Team then probably the Test Committee. This issue will be asked
of the Test Committee Chair person
Walt Subora.
EACH SPOC IS TO DETERMINE FOR THEIR COMPANY WHETHER THE FCC FIELD TEST
WAS SUCCESSFUL IN THEIR EYES.
The issue of whether Non-disclosure agreements need to be signed to
take part in the FCC Field Test was discussed as well as a statement
of whether Ameritech will be able to share connection information between
participants.
THE OPERATIONS COMMITTEE WAS POLLED AND THE OUTCOME WAS THAT ALL AGREE
THAT WHATEVER INFORMATION IS BROUGHT TO THE SPOC TEAM MEETING CAN BE
SHARED BETWEEN PARTICIPANTS. NO ONE OBJECTED TO THE SHARING OF THIS
NECESSARY CONNECTION INFORMATION
BETWEEN THE FCC FIELD TEST PARTICIPANTS.
On Thursday May 15 the monthly Test Committee meeting was held at the
Ameritech facility on 350 N.
Orleans in Chicago.
The first section of the meeting was conducted by Walt Subora, Chair
person for the Test Committee and was devoted to discussion of the
ICC Adhoc Test Committee Open Action Items. Walt will publish these
in his minutes.
Major note * US West has not provided a cut down of the 160 ISDN tests
that they submitted. We, the FCC Field Test Participants
are at a point where we need to determine which tests
each participant wishes to run as part of the Field Test.
Not all participants will be providing ISDN services and
may elect not to perform any of the ISDN tests. MCI strongly
disagreed with this approach. The committee was polled
to determine if any company would step forward to perform
the ISDN cut back. No company stepped up to perform this
task. The ISDN section will remain
as 160 optional tests.
The meeting was then turned over to Dick Dowd as FCC Field Test Manager
and the SPOC Team.
The first item was to cover the findings of the Operations Committee
meeting on May 14.

MCI (Bensenville) Switch connectivity.
Bensenville is connected via
Ameritech Wabash.

The forum was then opened for general FCC Field Test questions. Several
test scripts were discussed and
explained to everyone's satisfaction.

Friday May 16, 1997 the second day of the SPOC meeting was held at
227 W. Monroe fourth floor Chicago
"C" room at the AT&T facility.

Dick Dowd will make the suggested changes and circulate to
the SPOC Team for approval prior to the next SPOC team
meeting on 5/22.
Collection of "First Cut" of Participant's chosen test scripts.
All but MCI, Ameritech and WorldCom have selected the tests that
they expect to perform during the FCC Field Test. MCI's to be
ready 5/23. WorldCom's to be ready 5/19. Ameritech's to be
ready 5/22.
Enclosed in a PowerPoint Slide is the first cut at the FCC Field Test
Network. SPOC's please review your network data and let me know if
changes need to be made.
