Feedback on demand for location portability

Update to Docket 95-116 Order that DOES include Wireless to Wireline

Review Billing & Switching Enhancements for Phase II

Number Conservation.......Where should we address?

Larry Vasquez ( Co-Chair) opened up the meeting addressing the agenda

and whether it was appropriate to include Brent Struthers

request/concern to include number conservation /number exhaust in the

Phase II planning team.

It was decided that number conservation needed to be addressed but was

not really and LNP Phase II issue. The group concluded that number

conservation would be addressed by the same team but separately from

the Phase II LNP meeting. Therefore, the Steering Committee meetings

look like this:

9:30-12:00 Illinois Steering Commission Status Reports

12:00-1:00 Lunch Break

1:00-2:30 Phase II Planning Activity

2:30-2:45 Break

2:45-4:15 Number Conservation/Number Exhaust Issues

Every effort will be made to keep to this tentative agenda but

circumstances, like Barry Bishop updates, may require some flexibility

(only kidding Barry).

Back to the agenda!!

Roger Marshall (sitting in for Brian Baldwin, Co-Chair) stated that

Brian had sent him an E-Mail on information regarding updated

information on the demand for Location Portability. However, Roger

did not bring the E-Mail with him. More information on demand from

Brian in the next meeting.




Roger Marshall presented two pages of potential Phase II Requirements.

The list were distributed to everyone and the major headings are as

follows:

* General Switching and Signaling Requirements

* SCP Applications Requirements

* Operator Services Requirements

The Phase II team action items are as follows:

* Review the requirements list

* Determine, under each category, what if anything is missing

* Add missing items

* Prioritize ALL items to be addressed in Phase II

* Determine if there are any NPAC implications

* For each item, determine if the requirement is in the low/med./high

cost range

* Send any additions to Larry Vasquez to merge with Brian's list

Larry Vasquez will call Char Meins, AT&T Wireless, and let her know

that an update or an overview on the CTIA document is expected in the

next steering committee meeting. This will help the Phase II team

better understand the industry direction and the impact on Phase II.

Number conservation discussions

Lots of discussions on the right solution(s) for number exhaust/number

conservation.

Every vendor/Service Provider has their favorite solution. We will be

discussing the various options during the next meeting. All vendor's

and service providers must notify Brent Struthers, by April 10, on

whether a presentation will be given in the next session. If the

answer is yes, then a copy of the presentation should be forwarded to

Brent for review/duplication.

The following are some of the potential industry solutions that we

will probably discuss and get feedback on in the next meeting:

NXX-X

PORC (Portability Outside the Rate Center)

Rate Center Consolidation

TPM (Terminating Point Master) (TCG Proposal)

GUBB (Geographic Unit Building Block)

Geographic Number Portability

Etc.

Please be prepared to help us rank and hopefully eliminate some of the

above proposals that would not be feasible from an industry

perspective.


The Next Steering Committee/Phase II/Number Conservation Meeting is

scheduled

on April 24, 1997 from 9:30- 4:15
