Meeting Minutes

 

 

LNP Cost Recovery:

 

Ameritech circulated a draft stipulation agreement for review and signature by the parties. The stipulation includes provisions for carriers to file tariffs to recover LNP costs on an interim basis for MSA-1 only. The tariff/recovery would be trued-up based on the final orders issued by the FCC/ICC. Comments are due to Ameritech by 1/27.

 

An ICC workshop for permanent cost recovery was held on 1/16. The various costs for LNP were categorized into three groups (shared, direct and indirect). There was no discussion as to which category should or should not be recovered. Parties are to provide their cost recovery proposal to the staff by 2/2/98. The next workshop is scheduled for 2/13 in Chicago.

 

NPAC/SMS Committee

 

The testing for NPA split software has been completed. Lockheed will be proposing changes to its performance improvement plan. It is expected that the completion date will not change. The next cross regional team meeting will be held on 2/4/98 in San Antonio, Texas at the Southwestern Bell facility at 1010 N. St. Mary’s, Auditorium B, 14th floor from 8 A.M. to 5 P.M.

 

LLC/Contract Team

 

The LCC approved the Lockheed IVR proposal. The LLC has asked for additional enhancements to the IVR and are awaiting Lockheed’s response. The responses to the RFP for a number pooling administrator have been reviewed by the number pooling subcommittee. The committee’s recommendation will be reviewed for approval at the 1/22 LLC meeting. The interim cost allocation methodology was extended for the months of December and January.

LNP SCP

 

The body of the Illinois SCP requirements were accepted by T1S1 as the base line working document. The Illinois errata sheets were not accepted but will be used as a road map. The next conference call is scheduled for 2/3 at 10:00 A M. One of the agenda items is to discuss impacts of a mixed pre-port/port on demand environment.

 

Switching

 

The LRN per rate center issue is being addressed at the national level at T1S1. This committee is working issues at national forums and therefore will not report at future meetings unless there is an Illinois specific issue.

 

Phase II

 

Nothing new to report at this time.

 

Operations

 

The operations committee has prepared a proposed strawman to outline the process for interaction between law enforcement officials and telephone companies. A meeting is scheduled for 1/26 to review the strawman. The ICC staff may issue a data request to all LECs for the dealing with LNP law enforcement issues. Minor changes were made to the number administration process flows. The next meeting is scheduled for 3/9 in Chicago. New entrant procedures will be addressed.

 

911 Committee

 

5E switches that are equipped for LNP need a software patch to avoid misrouting of 911 calls. All LECs should ensure the patch has been installed.

 

Number Pooling Committee

 

The responses to the RFP for a number pool administrator have been received and evaluated. The committee unanimously selected a vendor and has forwarded its recommendation to the LLC for approval. The Illinois number pooling trail is currently scheduled to begin on 4/1/98 and it is being proposed to test both pre-port and port-on-demand processes. The next committee meeting is scheduled for 1/26.

 

The committee drafting the administrative guidelines met on 1/19 and will meet again on 1/30 and 2/6. The committee's expectation is to complete the guidelines at the 2/6 meeting. The completed guidelines will be forwarded to both NANPA and INC for review and approval.

 

 

St. Louis MSA

 

LNP requests for all St. Louis MSA end offices in Illinois have been withdrawn. Offices will be turned up in the future based on FCC time frames.

 

Regulatory Update

 

Briefs have been filed in the ICC proceedings for number pooling and area code exhaust. Orders could be issued in March.

 

The FCC is expected to issue its news release on LNP cost recovery on 2/19.

 

The Perot NPAC regions will need to get waivers from the FCC for LNP implementation as the NPAC will not be available until 7/6/98. NANC is going to request a waiver of the waiver process since all LECs would be filing the same waiver. The FCC approved Cincinnati Bell’s request to utilize only one NPAC rather than two.

 

NANC Action - A conference call was held on 1/16 to discuss Mass Calling. No consensus was reached. The next working committee meeting is scheduled for 2/11. The NPMG Committee will meet on 2/13

 

The next Number Portability Steering Committee meeting is scheduled for 2/19 at 9:30 A.M. in Chicago. Future meetings are scheduled for 3/19 and 4/23.
