The following are the meeting minutes for the last two conference
calls.

Larry opened up the meeting with an overview of the conference call and
discussed the cost recovery activities for Michigan. The FCC still has
not issued a cost recovery order. Ameritech is holding off on the
implementation of LNP until Ameritech gets an opportunity to see what
the cost recovery order looks like from the FCC. We are waiting to turn
up LNP not only in Detroit, but in Chicago as well.
Dee Branch stated that Ameritech will wait and see what the FCC cost
recovery looks like before Ameritech decides on whether it will file a
separate order for Michigan. Ameritech has been working with Bill Celio
to prepare a "file and use" tariff as a backup to the FCC cost recovery
order. The FCC is now expected to issue the cost recovery order in
early March. As a result, the face to face meeting, that was
tentatively scheduled for March 2, 1998, has been canceled. A
conference call for March 9, 1998 was scheduled in its place.
The two GTE switches, Temperance and Milford, are ready for testing with
another Service Provider. WorldCom agreed to test with GTE since they
are both companies are certified with the MidWest NPAC. Sarge Downey
will be working with Denise Thomas to finalize the testing details.
Robin Meier is still expecting to provide all Service Providers with a
revised schedule of the Ameritech switch rollout. As you all know, we
are planning to begin with the first twenty Ameritech switches and
completing the other 107 switches by May 15, 1998.
Robin will be in a better position to provide us with a schedule when
the cost recovery issue is behind us.
The next meeting has been scheduled for March 9, 1998. We will get an
update on the cost recovery issue and the testing between GTE and
WorldCom.
The conference bridge is the same and the meeting is scheduled for 8:00
- 9:00 CST, 9:00 - 10:00 EST

March 9, 1998 Meeting Minutes
The meeting was held via conference call. The attendees are as follows:

Introductions/Overview
Larry opened up the meeting with introductions and reviewed the above
agenda. We have been waiting for the FCC to issue a cost recovery
order.
Cost Recovery Petition
Larry stated that he had a conversation with Terry Appenzeller regarding
the FCC cost recovery issue and the latest information is as follows:
The FCC has still not issued a cost recovery order
Looks like there will be a fifty cent per line charge for business
customers only
Rumor has it that the FCC will delay the business line charge until
after November, 1998 (Election Year!!)
The line charge for business customers will be limited to LNP capable
MSA boundaries
Consumer line charges will be delayed for approximately three years
The FCC is expecting to issue a cost recovery order on March 12, 1998
Dee stated that once again, Ameritech will be waiting for the FCC order
before Ameritech decides to file a separate cost recovery tariff. We
will all wait and see what happens on March 12, 1998.
Switch Roll-out Schedule
Robin Meier is still responsible for sending out a revised switch
roll-out schedule when cost recovery is approved. This new schedule
would reflect the new dates for LNP deployment in the Detroit MSA
switches. Robin is still planning on providing everyone with a revised
roll-out schedule as soon as a new General Availability date is
established.
Open Issues
- There is a concern regarding billing, if cost recovery is restricted
to a specific MSA boundary
- Will we all have enough time to turn up LNP, by March 31, 1998, if an
order is not issued by 3/12/98
- If Ameritech does not agree to the FCC cost recovery order, how long
will Ameritech take to file their own tariff and how will query charges
be handled
- Confirmation on what Ameritech codes will be loaded
- Status of Grand Rapids and Ann Arbor LNP Implementation
Future Meetings
The next scheduled conference is on March 18, 1998. The meeting is
scheduled for 8:00 - 9:00 Central Time, 9:00 - 10:00 Eastern Time. The
conference call will last one hour and we will be using the same bridge
number. We will hopefully know by then, the status of the FCC cost
recovery order that is planned to be filed on March 12, 1998. Also, the
status of testing between WorldCom and GTE.
