Subject: Indianapolis MSA LNP Intercompany Test Results

 

The Indiana Local Number Portability Implementation Task Force conducted a number portability field test in the Indianapolis MSA from May 18, 1998 thru June 30, 1998. Service Providers participating in the test included: Ameritech, AT&T, GTE, McLeod USA, Smithville Telecom, Sprint United, Time Warner Telecom, and WorldCom.

Testing configuration consisted of Ameritech porting numbers out to GTE, McLeod, Time Warner, and WorldCom . None of the CLECs identified a need to test the porting process with GTE or Sprint United in the Indianapolis MSA. GTE opted to participate by testing the porting-in process through Ameritech. AT&T, Smithville, and Sprint United participated in the trial by making call through tests to the ported numbers. All independent telephone companies had the opportunity to place call through tests. Ameritech and Sprint United did not test porting-in with any of the CLECs as this functionality was tested in the FCC Field Trial in Chicago.

The processes that were tested included the following: Local Service Request (LSR), Firm Order Commitment (FOC), Subscription version to Number Portability Administration Center (NPAC), Service Provider to Service Provider test calls, Class Features, Operator Assisted Calls, E911, and disconnect of ported test numbers.

Overview of Tests Performed:

Ordering Process

GTE, McLeod, Time Warner and WorldCom issued Local Service Requests (LSR) to Ameritech to initiate the field test. Following receipt of the LSRs, Ameritech returned Firm Order Commitments (FOC) to the test participants. Once the FOCs were received, GTE, McLeod, Time Warner, and WorldCom issued subscription versions to the NPAC (in a pending status) . This initial attempt failed for some service providers because the test numbers were not in the NPAC database. Ameritech resolved this issue immediately and the subscription versions were resent and successfully activated.

Call Though Testing

Prior to the test, each company was provided with a draft test script which was to be used as a guideline for typical test call scenarios. Based on each service provider’s network configuration, previous testing or business case, the types of test calls performed varied. However, each service provider completed at least the minimal requirements of testing. Service Providers were involved in some or all of the following types of test call scenarios:

* ported to ported

* non-ported to ported

* non-portable to ported

* class features (ie. Caller ID, Calling Name Delivery)

* operator assisted calls

All testing reported by the test participants completed successfully.

E911

All test participants reported testing E911 to the PSAP. These tests were successfully completed in that the ported number was correctly sent and confirmed to the PSAP. Additional and more extensive E911 tests were performed during the FCC Field Trial in Chicago.

Disconnect Orders

Following the successful call thru testing period, GTE, McLeod, Time Warner, and WorldCom, issued orders to return the test numbers back to the original code owner (Ameritech). This completed the field test in the Indianapolis MSA.

 

All parties agreed that the testing has been completed and was successful. As of 6/30/98, the Indianapolis MSA is in compliance with the FCC mandate for commercial availability of permanent number portability.

Subject: CINCINNATI MSA LNP Intercompany Test Results

 

Sprint United participated in the Cincinnati MSA number portability intercompany field tests from March 16, 1998 thru May 22, 1998. Lawrenceburg, Indiana, a Sprint United exchange, was the only Indiana office within the boundaries of the Cincinnati MSA chosen by a CLEC to implement number portability in Phase 2. As a result, Sprint United worked with and coordinated intercompany testing through the Cincinnati LNP Implementation Task Force.

Testing configuration consisted of Sprint United porting one number from Time Warner Telecom, and Time Warner Telecom porting one number from Sprint United. The other services providers participating in the Cincinnati MSA field test included AT&T, MCI, and Cincinnati Bell. The processes that were tested included the following: Local Service Request (LSR), Firm Order Commitment (FOC), Subscription version to Number Portability Administration Center (NPAC), Service Provider to Service Provider test calls, Class Features, Operator Assisted Calls, E911, and disconnect of ported test numbers.

Sprint United reported that all the processes were tested successfully. There were no significant problems encountered throughout the test period. Number portability was deployed in the Cincinnati MSA on 5/15/98, meeting the FCC mandate for phase 2 sites.
