- “… if the N-1 carrier does not perform the query, but rather relies on some other entity to perform the query, that other entity may charge the N-1 carrier…”
- “In light of these network reliability concerns, we will allow LECs to block default routed calls…”

- LNP cost recovery defined for shared industry costs and carrier specific costs directly related to LNP
- Starting 2/1/99 for 5 years, ILECs are allowed (but not required) to apply a monthly federal tariff to end users
- Query services performed for other carriers can still be tariffed (as in 2nd report and order)
