Minutes 12/18/97 LNP Steering Committee
1. Brent Struthers - ICC
Cost Recovery - ICC has started a proceeding on Cost Recovery.
Docketed Proceeding could take 3 months to a year. Hearing and Briefs. Every
Certificated Carrier in state of Illinois has opportunity to testify. Staff is
trying to change the proceeding to a rulemaking so anyone can comment on
proposal made by someone on the staff. Less testimony to read (only those who
want to comment will comment instead of every certificated carrier). Joint
Committee on Administrative Rules say yea or nea.
Rulemaking Process could be completed within 150 days. Brent doesn't know when
first proposal will be made or if staff will be successful in changing the
proceeding to a rulemaking.
AT&T asked Ameritech how long they will not participate in Number
Portability since even the smaller number of 150 days would go past 3/31 date.
Ameritech said "yes".
AT&T: Does Ameritech have to file a waiver if they go past the 3/31 date
without cost recovery?
Ameritech: Waiver or some other legal action.
2. LLC - Roger Marshall
Vote on IVR this afternoon. SOW from Lockheed 1/16. Cost Recovery is on the
agenda.
3. Arnette - T1 summary. Overheads were distributed.
Talked about 4 subworking groups.
- Switching/SCP
- Billing
- Program Management
- Operator Services
Working group should finish by September. Balloted by June meeting. Comment
resolution in July, September. Approval in September, 1998
Ameritech: Does T1S1 talk cost issues?
AT&T: No, historically. Vendors are present. That may change. Cost may be
considered informally.
Suggested to Ameritech to make a contribution applying to OA&M issues like
911,etc. Arnette thinks Program Management will look at it.
4. NPAC/SMS - Donna
NPAC - Performance plan same as last meeting. 1.2 on 12/4 - found 3 minor
defects. Fix on 12/19 for NPA splits defect. Other two defects will be fixed
12/31. Performance and what it means is still under discussion.
1.2.1 - 1/7 is testing. 2-3 days it will be production 98% performance
1.3 - 3/15/98 100% performance
Terry Appenzeller says NANC T&O wants to get together with Perot and Lockheed
to discuss performance standards/measures. Plus a test plan.
Mark (Foster?) has a paper out about the performance. It is on
ported.com. Lockheed says that it will try to arrange meeting in January for
Lockheed and Service Providers. They also want to meet with Perot.
Number Pooling - same requirements as before. Brian Baldwin wants to know what
changes must be made to NPAC to support pooling. INC thinks it is a band-aid.
May release - 1.x for pooling. Requirements on Lockheed web site.
No price from Lockheed for Number Pooling.
No definitive date for release 2.0. Probably 3Q '98. Further meetings are not
planned. Cross regional call every Friday. First one next year on the 9th of
January. Call this week was canceled.
5. LNP-SCP
Subcommittee has issued "errata" sheet. New sheet this week. Will submit
issues
to T1S1.6 in January. Reviewed pooling process flows. Next call 1/13 at 10:00
am.
6. Switching
LRN per rate center
- Siemens is bringing issue to T1S1.6.
Ameritech found problems with the announcement when the LRN is sent my another
switch to a vacant code with a referral. Call gets NIIF announcement.
Siemens has patch. Other vendors don't seem to be worried. Ameritech will
Bring it to T1S1. Amtk would rather drop release code 26 than have no referral
announcement for disconnected subscriber. Not found during the field trial.
7. Operations -
New Co-Chairs - OC Jackson(AT&T), Robin Meier (temporary)
Went over pooling process flows - under pooling and operations on
ported.com.
Law Enforcement items - meeting Tuesday - competitive issues

They requested IVR tell service provider of NPA-NXX of non-ported subscribers.
Lockheed will provide a price.
Could the NLETs computer system be tied into Lockheed Martin and Perot system.
Used for court orders and warrants, drivers licenses, etc.
Requirements that new companies must have a contact person for Law enforcement
24 hours a day.
Resellers need 24X7 hour hot line for LE.
SMOP for LE to contact new companies.
Operations committee will put together straw man
and discuss with LE and companies.
Is there a requirement to keep Mud and toll records?
LM will keep records for 5 years.
What about address - how do they get number? (Hostage
situation) Cannot use 911 info for reverse directory.
Federal govt may have to intervene. Some states do not allow reverse directory
lookup in 911 database.
How does LE know when someone ports? Nothing changes
with NP. Court order must be worded correctly so that subscriber phone can be
continually traced (trapped).
Law enforcement minutes will not be posted on the web site. LE doesn't want
it out there.

9. Number Pooling -
INC - Presentation at NANC

2. Level of contamination - right now was 50 numbers - 5%
3. Pre-port vs port-on-demand - long term objective - carriers choice.
Short term - preport subset of 1000s block. - One suggestion - one month's
demand. goal - buys time for carriers to upgrade SCP.
MCI was mentioned as 10%. Brian says the difference did not contribute that
many blocks. Seamus will report on what difference it makes.
RFP - several bidders asked questions. Answers on website. Extended deadline
to 12/22/97 at noon. Who will assess the bids and what liability?
Brian asked Ameritech Lawyers.
Choices:
Use LLC plus others who sign confidentiality agreement.
Use non-vendor members of pooling committee and then Steering Committee/ICC
would choose vendor. Confidentiality issue.
Brian has set up meeting for 1/7 to discuss the bids(AM) and discuss process
flows, etc(PM). At Ameritech Center 3I32 at 9:00 to 3:00.
Other issue is who contracts with the Pooling Administrator? How long to set
up LLC for pooling? How fair if present LLC signs the contract? Time line problems.
RFP sent out by LLC. Vendors expect LLC to evaluate bids.
ICC would have to have new docket started up in January. Timeline would be
long.
Easier to expand authority of LLC. Only for 847.
Appenzeller says this is more number admin than anything else. Why wouldn't
local number administrator do this in the future? How do you get local number
admin to be admin for state of Illinois? Suggests easy interim process rather
than all bells and whistles since 847 has limited scope.
AT&T asks what happens if we try to expand LLC? Roger M. (Amtk) says just
Change original agreement. Requires super majority vote.
Brent - Commission Staff would agree to LLC encompassing number pooling.
Terry - a lot cleaner than having Brent work with ICC.
Brian says that he will send RFP to LLC members because they have confidentiality agreement. What about other carriers who are not members and CUB? (Cellular One, Nextlink, CUB, Focus) Non-disclosure agreements must be signed.
Bidders must specify agreement to confidentiality.
Pooling guidelines will be ready 1/15/98.
4. Appenzeller - Monday at NANC meeting. Number Pooling Management group.
Made up of INC, NANC? etc. Jo Gallagher present NP issue 105 v. 2. 12/4 is on
the web.
4 agreements - INC - mid-1999 National perspective - waiting for wireless
to do portability . Thousands block number pooling.
a. Pool 10% contamination
b. select LERG assignee
c. snap-back to block holder(?)
d. service provider choice of pre-port vs port-on-demand.
Brent questioned if the 9 month delay is granted to wireless, would this
timeframe also be pushed. Appenzeller said probably so.
INC document contains no technical solutions- especially from switch
platforms.
What about getting national group to look at LM development to support pooling
and agreeing to pay a portion.
5. St. Louis - on hold. Next meeting January. Waiting to hear from new
participants. There are two participants in St. Louis? AT&T and MCI? What
timeframes? MCI will get back to Brent. No next meeting scheduled in St.
Louis.
6. Staff report and draft order for cost recovery handouts. FCC comments from
ICC in handout.
7. FCC per Appenzeller - ICC and Michigan are working on interim cost
recovery.
