IN Number Portability Steering Committee

Charlotte TerKerust reported on her efforts to reconvene the Indiana Number Portability Steering Committee. The meeting date is yet to be determined (it will be either April 7th or April 8th at 10:30 AM). At this time, agenda items include: 911 (who is reponsible for letting PSAP service providers know about number portability and what they have to do to prepare for it); Law Enforcement (what needs be done to let Law Enforcement agencies know what has to be done regarding number portability so as not tho jeopardize their processes); Rate Center (determine whether the IURC needs to adopt the policy of limiting number portability to a rate center. The industry has agreed to use ILEC rate boundaries for billing. This would require CLECs to assign an NPA-NXX consistent with the ILEC rate center); Cost Recovery (determine status of FCC ruling on cost recovery) and; New Entrants (determine what a service provider needs to do as a new entrant into number portability).
R. Meier (Ameritech) and OC Jackson (ATT) discussed a New Entrant Document that the Illinois Operations Subcommittee is currently preparing which provides recommendations on what a service provider needs to do to get started in number portability. Once the document is completed, the committee’s intent is to share it with the Region.
R. Meier and OC Jackson also shared information on an IVR (Interactive Voice Response) system that is being developed in Illinois for Law Enforcement Agencies. This system will allow law enforcement agencies to input a telephone number and find out who the service provider is for that number. This system will assist law enforcement agencies with situations such as trap and trace, hostage, emergency, etc. A roll-out schedule will be established at the next IL law enforcement meeting (4/7).
Docket Entry 3/12/98

The IURC Cause No. 41083 Docket Entry dated March 12, 1998 was briefly discussed. The docket entry was mailed to all Indiana certified facilities-based interexchange carriers and wireless providers. Those that respond to the mailing will remain included on the service list, those that do not respond will be removed. The Docket entry also appoints Charlotte TerKeurst as an agent of the IURC who is to conduct an investigation to ensure all aspects of number portability in Indiana are being addressed . A report is to be submitted to the Commission on April 13,1998. Parties to the investigation will have until 4/20/98 to respond to the report. A public hearing is scheduled for 4/27/98.
Testing
--------
Time Warner still plans to test with Ameritech. GTE indicated interest in testing with Time Warner (GTE will waive interconnection requirement for testing if required). Time Warner indicated they would test with GTE.
The IURC will distribute the test numbers used during the industry tests to the Independents Telephone Companies who may want to test the network call flow process of ported numbers.
