The third meeting of the Michigan Number Portability
Workshop was held on August 23, 1996 in Traverse City, Michigan.

The following was reviewed and discussed at the meeting:
Readouts from the Illinois LNP Workshop Subcommittees
Leaders, including responsibilities, time lines, open issues,
accomplishments and recommendations.
Switching Requirements - Brian Baldwin
Phase I is "...in a stable state...available to Michigan as well".
Lucent assumed responsibility of documentation
(available from Brian)
Operator Services - Brian Baldwin
Generic requirement documentation completed in June.
Software available 3rd quarter, 1997 (time frame from vendors)
Nortell software available October 1, 1997.
Phase II being worked on - FCC giving assistance with cellular
Further discussion on Phase II at the Illinois
meeting on October 21.
SCP Requirements - Wayne Heinmiller
Issue list discussed. Defining requirements for machine receiving queries
also working on capabilities of queries.
Regarding NPAC - drafting new requirements in an appendix to existing document.
In the process of developing and providing new
document on website
SMS - Roger Marshall
New SCPs being put in Chicago, being deployed on per capacity requirement
Number of translations per second will determine number of SCPs required.
Certain SMS will have portions of the entire "region" cost is an issue.
Lockheed was selected based on specific criteria.
Reaching agreement on specs - Audits is an issue; resolution expected soon.
Unclear as to how one way flow to one inter exchange carrier - not two- is going to work.
Illinois received exceptions from FCC
Regarding Neutral Third Party Database Administrator
RFP written to "expand" to Ameritech Region - one database (standard)
Need to develop screening process.
LLC Legal - Roger Marshall
The Limited Liability Corportation (LLC ), for legal counsel and insurance liability,
was signed on August 21.
All six Members are facilities based providers.
Cost $10,000 to become a voting member
Expand the existing LLC to include Michigan, or
form a new one to be determined.
Operations - Barry Bishop (contact for handouts or diskettes provided at the meeting)
Generic LNP Provisioning Process Flow provided and explained.
Illinois Issues List discussed; following are items of immediate concern:
Ten digit (10D) company positions need resolution.
NPAC/SMS maintenance audits.
Electronic bonding.
Testing is underway - scheduled to be complete
in Illinois by December 1, 1996.

The Implementation Plan will consist of the following:
1. The Michigan LNP Workshop Members will identify
on the Master Michigan Exchange List the priority of those exchanges
their company wants number portability scheduled. The master
or consolidated Ameritech Michigan and GTE Exchange list in EXCEL
(and paper copy) was made available at the August 23 meeting.
(Those companies not in attendance at the meeting received
the diskettes, along with prioritization directions, via the mail.).
Action Item 1:
Michigan Number Portability Members to prioritize
the master list of Michigan Exchanges.
Action Item 2:
Use of existing (Illinois) Legal Liability Company for Michigan Number Portability Workshop?
Roger Marshall to report initial view at
the September 25, 1996 meeting.
One "Legal" and one "Business"
Representative from each workshop member company is required
for the LLC work portion of the Workshop. "New entrants"
to provide names and contact numbers to the Workshop
Committee.
Action Item 3:
Committee Objectives
Resolve LLC issue and identify Michigan members.
Complete deployment plan for Michigan by the end of this year.
