Minutes from the 3/19 ICC LNP workshop

° Test team readout
1) The last meeting was focused on determining what areas in MSA 1 had the six service providers had the best overlap for testing. Although not all switch types were available, the Downers Grove rate center seemed a good fit. The next test team meeting will be April 8 and 9 hosted by AT&T. The 4/8 meeting will be a combination of the SCP and testing teams to coordinate there activities.
2) It was determined that the NPAC will be populated as if all service providers are going to be ready to port numbers at the start of the trial with the exception of Worldcom. Worldcom will act as a new provider and will test the M&P for adding a new service provider to the NPAC.
3) An individual contacted MCI regarding testing of ported NPA-555-XXXX numbers. Concerns were raised that porting of these numbers were not covered under the FCC order and fall into the same catagorg as X11 numbers. It was agreed that a request of this nature should be made to the workshop and not to an individual company.
° Operations team readout (Barry Bishop)
1) The team has agreed to the first four NANC process flows. The majority of the last meetings focused on developing wording that helped explain the rest of the process flows.
2) The IVR requirements are close to being finalized. Once complete, they and there associated costs will be sent to the LLC for a vote to see if they will be implemented.
3) There was a concern about the responsibility the NANC Technical and Operation committee had vs. the ICC operations subcommittee. It was agreed that the ICC operations committee should take under consideration any output NANC produces but are under no obligation to adopt there findings in the Mid-west region.
4) The new deployment time line for Chicago MSA 1 now includes the two additional offices requested by via the ICC.
5) MCI has comitted to supplying the operations committee a revised office list for MSA 1 by March 26. The changes are due to the recent FCC ruling.
6) There was discussion on what criteria will be used, going forward, to determine the feasibility of a new request for portability. There are provisions in the latest FCC order to allow a state PUC to review such requests. The group agreed that all need to work together to establish guidelines for such reviews.
7) The ICC (Brent) needs to assure that all facility based providers in MSA 1 have had opportunity to request offices be opened for porting. Some concern was expressed that not all service providers had been asked.
8) Ameritech was requested to develop a list of offices that were not selected. This is a new requiremnt from the latest FCC ruling.
9) Although there has been good progress in evaluating the impact on 911, the NENA representative expressed concerned over the declining level of representation among the effected service providers.
10) The next operations team meeting will be April 10 and 11.
11) The team identified the working hours of the NPAC as 7:00a.m. to 7:00 p.m. CDT. In addition, they agreed to 6 standard holidays, one of which is not the day after Thanksgiving. These items are used for determining the various timers associated with the provisioning flows.

1) The SCP will be looking at the impact of LNP on the SS7 network and available platform options e.g. simplex/duplex.

° NPAC cost allocation
1) Phil Felice of Sprint updated the group that he had a conference call the TCG on there concerns regarding the interim NPAC cost allocation agreement. Phil indicated that he would be circulating the newest wording with the LLC members.
° NPAC (Donna Navickas)
1) The requirements for the NPAC were frozen on 3/7/97. This release will be refered to Phase I, FRS release 1.4 (NANC FRS 0.1).
2) AT&T will be the first service provider to start NPAC testing. They will start 5/12/97. The rest of the providers will start 5/19.
3) The next meetings will be 3/24 through 3/26 in Denver. The first day of these meetings are open to all. Every attempt is being made to open ongoing ICC NPAC meetings.
4) The LLC has had an enhancement request presented for it's consideration. The change allows for the SOA and SMS interface to have seperate key lists. Presently, both interfaces need to share the same key list.
° FCC review
1) Terry Appenzeller gave an overview of the FCC order on the PFR's. His presentation is attached. Please note the change on slide three.
° Other discussion
There was much discussion on the establishment of a team to
address number exhaust. It was agreed to that the workshop had
the necessary skill sets to identify and evaluate the different
alternatives. Therefore, the group agreed that the workshop
should address the different number exhaust issue either as a
subset of phase II of LNP or as a separate work group. This was
to be discussed further at the afternoon phase II meeting.
The coordination team agreed to develop a document called "New entrant handbook for LNP." This is due to be completed in the four quarter of 1997. Denise Hardaway from Ameritech has volunteered to coordinate the activity.
Brent will investagate '13-405" hearing process as to how
the ICC will use the handbook.
The next meeting is scheduled for April 24, 9:30 a.m in Chicago. The specfic location will be supplied at a latter date.
