Service Providers need to check on 21 calendar day minimum effective date and the impact when pooling contaminated blocks. Is this enough time for a vacant block? What about a contaminated block?

(10 business is necessary for PA to make block assignment. 5 business days is necessary for the existing portability process for the first TN to become portable within the NXX What other additional time may be needed for billing, and other SP OSS updates??? Service Providers need to determine if 21/15 days is adequate.)

Determine how long it takes to open a NXX to portability in a switch which is LNP capable. Service providers should verify that the 21 day interval allows for all internal work to be completed. Refer to section 6.4.1

Bell Atlantic will have their LERG SMEs talk with Ed Rodregues at Bellcore to determine what RDBS & BRIDS inputs will be needed on assignment of 1,000 blocks. Most likely no BRIDS input; however, perhaps potential RDBS input (OCN, LRN, Switch ID, etc.). Other Service Providers who have LERG subject matter experts or who participate on CIGR or NIIRC teams are asked to also investigate.

Service providers need to review timeframes associated with submission of forecasts to see if they agree. Section 8.1.3 currently states, "All service providers will submit a forecast, on a quarterly basis, by rate area to the Pooling Administrator. The forecast will be for a rolling 1 year period submitted using a quarterly view format determined by the Pooling Administrator." NOTE: AT&T, Sprint feel 6 months is more appropriate.
