Illinois FCC LNP Field Test

Week 3 Summary

Summary

Week 3 of the Illinois FCC LNP Field Test (Field Test) focused on the testing of CLASS features and continued the Inter-company network testing that was initiated in week 2. CLASS feature testing is the testing that is performed on telephone numbers that were ported from the Old Local Service Providerís (LSPs) switch to the New LSPs switch and then tested to ensure that features like:

still function across various providers SS7 networks. While working the CLASS test cases several network problems were encountered and corrected. To aid in the trouble resolution of these SS7 network problems it was decided that the SPOC Team would work with one pair of participantís until CLASS worked between them and then move on to debug other participantís networks. Due in part to this strategy one of the participantís was not able to complete their CLASS testing this week as anticipated.

SP-A participant reports having completed all test cases that they planned to execute during this portion of the testing.

SP-B participant reports having completed all test cases that were planned on being performed during the first round of porting. This participant will re-test many of the test cases once the second round of porting is complete.

SP-C participant reports having completed all test cases that they planned to execute during this portion of the testing.

SP-D participant reports that due to problems in establishing the correct routing in the networks, all participantís experienced these problems, they were unable to complete CLASS testing during this week. This participant is also waiting for the fifth participant to complete SP to SP testing with the NPAC and join in testing with the FCC Field Test as a new to LNP Service Provider. The majority of SP-Ds testing was planned to be between SP-D and SP-E.

The FCC Field Test remains on schedule for three of the four participantís. There were no problems caused by the LRN technology. These types of errors are to be expected when a network is first brought up to provide Local Number Portability. Next week again tests the operations processes of porting a telephone number from one Local Service Providerís network to another Local Service Providers network.

Week 3 events

CLASS problems encountered between two of the participantís

Symptom: Call went to an announcement when trying to utilize *66 and *69.

Resolution: The dialed number was missing from one of SP-Aís SCPs.

Once the number was added to the SCP and a audit of all FCC Field Test numbers was performed the SCPs were again in sync and the problem was resolved.

Lesson Learned: It is a good idea to audit the SCPs to insure that

they are in sync and contain all ported numbers.

Symptom: SP-B could not complete *66 or *69 to 630-395-1460.

Resolution: SP-B had a corrupted routing switch module that caused the

intermittent failures. Switch module was removed and replaced problem resolved.

Lesson Learned: It was thought that the other routing switch module

handled this traffic but it was determined that this unit, if corrupted, can cause the intermittent failures.

Symptom: SP-B could complete *66 & *69 to a certain ported number.

Resolution: Gateway screening was still turned on on one of the STPs

once turned off the problem was resolved.

Lesson Learned: In networks where more than one STP mated pair exist

Methodís & Procedures documents need to address the Gateway Screening. Currently the NPAC only allows for the downloading of Destination Point Codes (DPCs). The Chicago MSA has more than one pair of mated STPs. (note* most Service Providers have worked very hard at developing screening so that other Service Providers can not pass this type of messaging across their network in short, we all have done a good job, now we need to re-address screening.)

Symptom: SP-A could not complete *66 or *69 to a specific ported number.

Resolution: Default GTT table was missing some of the NPA-NXXs for

the FCC Field Test.

Lesson Learned: Default GTT tables need to be checked to insure that

all NPA-NXXs open to portability are loaded into the tables.

Symptom: SP-A and SP-C could not complete CLASS feature calls between

each other. Some were intermittent while others were failures.

Resolution: It was found that the end office of SP-A was not set to

allow CLASS queries from SP-C. The DPC was set to allow CLASS queries and the problem was resolved.

Lesson Learned: We need to pay close attention to the safe guards

that we have developed over the years. We seem to forget where some of these devices are located and fail to open all of them when we need to allow the passing of CLASS queries.

Symptom: SP-C was not able to complete CLASS feature calls to SP-A.

Resolution: It was determined that SP-C had not loaded SP-As LNP SCP

DPCs as they did not expect to talk directly with SP-As LNP SCPs. Once the valid DPCs were loaded in all the STPs calls completed normally.

Lesson Learned: Check to determine all Destination Point Codes during

planning for testing so that all valid DPCs will be loaded. All STPs need to contain all valid DPCs or some of the calls will time out.
