The following are the meeting minutes for the November 11, 1997, Detroit, Michigan Implementation Meeting. The meeting was held via conference call. The attendees as follows:

Field Test Update

Larry outlined that the Detroit Field Test completed ahead of schedule on October 23, 1997. The testing went very smoothly and would have completed much earlier except for some 911 testing that took place during the weeks of 10/13 and 10/20.

Dick Dowd sent out a Detroit LNP Field Test Final Report to all industry stakeholders on November 1, 1997.

Congratulations to Dick and all other SPOCs for a job well done. Your testing efforts proved that it will be much easier to test future MSAs for LNP.

Detroit General Availability Delay

The GA date for Detroit has been delayed until December 15, 1997. This is due to an NPA Split processing problem between several SPs and the Lockheed NPAC. Lockheed will have "fix" to the NPA Split problem on December 3, 1997. Testing, debugging and loading the fix onto production boxes will be complete on December 14, 1997. The new GA date is scheduled for December 15, 1997.

As you know, the Detroit 313 area code is scheduled to split to 734, with permissive dialing starting on December 13, 1997. All industry team members agreed that we could potentially risk service to newly ported customers if the new software was not completely tested prior to December 13, 1997. That is why we agreed to re-schedule the GA date to December 15, 1997. This would allow us an opportunity to completely test the new software without jeopardizing service to newly ported customers. Larry Vasquez sent a letter updating Bill Celio, Michigan Public Services Commission, regarding the GA delay on November 11, 1997.

Switch Rollout Schedule

Barry Bishop stated that he would be sending out a revised switch rollout schedule due to the GA delay. This new schedule would reflect the new dates for deployment. Barry stated that he will send out the new schedule when he is able.

GTE And WorldCom Entry In 1998

Discussions around how the team will accommodate GTE and WorldCom when they are LNP ready in 1998. Jim Joerger stated that we really have not defined new entrant criteria and need to research how we go about doing that. All agreed that we would think about new entrant criteria and discuss it at the next meeting. We will discuss the guidelines and what procedures GTE and WorldCom would have to follow to test with each Service Provider.

Open Discussions

Larry brought up how we would manage the implementation process for Grand Rapids and Ann Arbor. Grand Rapids is scheduled to cut 3Q98 and Ann Arbor on 4Q98. We need to determine testing requirements and check the switch selections for any new offices that have not been tested. Also, Brooks Fiber needs to be involved since they have presence outside of Detroit.
