The meeting began at 10 A.M. with introductions of all participants,
after which Mr. Robert Reynolds gave a brief overview of the Michigan
Public Service Commission order in case U-10860. In that order
the MPSC found that "Ameritech Michigan and GTE should be
required to commence implementation of true number portability
in Michigan at the same time that Ameritech begins implementation
in Illinois unless either has shown cause why a delay is necessary".
Following Mr. Reynolds, Mr. Terry Appenzellar gave a presentation/tutorial

The presentation generated and was followed by numerous areas
of discussion as summarized below:
The Illinois Limited Liability Corporation was discussed, and
it is expected that an agreement would be reached the week of
6/17/96.
The FCC expected outcome: Initially wireline. Due to technical
issues (IS41, roaming, AIN), wireless is not expected until 98.
Cost Recovery is an issue and it is expected that there will be
further NPRM's (FCC) to determine method(s). MCI said "it
was expected to be resolved by the 3 Qtr of 97".
Discussion about how many NPAC/SMS's will be required! It is not
expected that there will be one for each state, but rather regional
ones.
Discussion about who will participate! The following is a list
of companies that may be expected to participate and the areas
they may wish to have LRN deployed and the time frame. Please
note that many of the companies were not in attendance and in
many cases the attached is only a guess by the participants. This
needs to be further defined (see Action Items)!

A need exists to define the areas where LNP will initially be
deployed and in what time frame. This needs to be defined down
to the office level for planning purposes. In order not to jeopardize
the marketing strategies of each independent company, an independent
third party needs to compile the list of offices (see Action Items).
Once the participants are identified, a stipulation may be needed
from the MPSC for the areas involved (see Action Items).
The LLC (Limited Liability Corp.) was discussed, and it was felt
that the Illinois LLC could be expanded. It could be incorporated
in one state, and have participants from many states. This will
be brought up it the Illinois LLC meeting the week of 6/17/96
(see Action Items).
Initial Assumptions:
Based on the MPSC order, LRN will be the method of Long Term
Number Portability.
Michigan Implementation: appeared to have consensus of the participants
present that it would be a phased implementation plan beginning
(97- through 98) with the large Metropolitan areas.
Expansion outside of the Metropolitan areas would be via a Bona
Fide request.
Use the same NPAC/SMS (Lockheed) as Illinois. No need to have
a separate one for each state (There were no objections to this
by the participants in attendance).
Action Items:
1. MCI (Beth) to approach Brad Behounek (independent consultant)
on behalf of the participants to see if he would be willing
as a neutral third party to consolidate a list of the offices
that will be targeted.
2. Ameritech (Bob) to contact the potential participants who
were not present in an effort to finalize who wants to be an
active participant in the Michigan LNP.
3. Ameritech (Terry) to provide a model Stipulation agreement
based on the Illinois Stipulation.
4. MCI (Beth) and AT&T (Dan) to bring up the issue of expanding
the Illinois LLC to include the Michigan participants at the
LLC meeting the week of 6/17/96. Dan to give a presentation of
the LLC at the next meeting.
The next meeting will be held on July 15, 1996 from 10 A.M. until
4 P.M. in Lansing Michigan at the Lansing Center.
The August meeting has tentatively been scheduled for Aug. 23rd
in Traverse City (dependent on availability of facilities).
